Cuz otherwise crappy teams that know they'll lose can make a bet to have a better chance to win :p

I would more see it like this:
We give the people that havent let anything hear of them time till tuesday to do so (This involves Vodka, Cannabis and Bounxer (more?))

New signups will be open for the available spots.. first 3 (more?) will compete for a spot... the spots are again RANDOMLY selected!
So this far for rearranging the teams, i hope this will take loads of difficulties already..

next thing is:
You as captain really need to inform ur team, ask when they can play etc! Then also ask a captain of opponent!
I want matches to be played in 2 weeks now, so that means all groupfase matches done (just 2 matches per team) before the 5th of February...

If this cant be done, i want to see a valid reason for this, and i will aprove this or not...
Also, i want to see that (in cases when there isnt a match played) a team really tried to arrange something.! so that they put enough effort in it!
If the other team hasnt done this, this can result in a forfeit loss.

No-one other then the team is going to play in a match, so no player borrowing or whatever..

Btw my 2nd match, team A vs team B has been arranged for this thursday, 22h GMT+1
